Property Manager – Residential Property Management

United Talent Staffing is Hiring a Property Manager!
United Talent Staffing is seeking an experienced, organized, and motivated Property Manager for a residential property management company serving the Parkersburg and Harrisville, WV areas.
The selected candidate will oversee two apartment communities, ensuring efficient daily operations, resident satisfaction, property maintenance, and compliance with Low-Income Housing Tax Credit (LIHTC) requirements.
Position Details
  • Position: Property Manager
  • Location: Parkersburg 
  • Pay Rate: Starting at $16.00 per hour
  • Employment Type: Full-Time
  • Schedule: Approximately 40 hours per week, with scheduling flexibility
  • Work Environment: In-person, with travel between both properties
 
Key Responsibilities
  • Oversee daily operations of two residential apartment communities, including leasing, resident relations, and property upkeep.
  • Manage rental applications, applicant screening, income verification, lease agreements, and resident move-ins and move-outs.
  • Ensure compliance with Low-Income Housing Tax Credit (LIHTC) regulations, including income certifications, rent calculations, recordkeeping, and annual reporting.
  • Coordinate maintenance requests, repairs, property inspections, vendor services, and compliance audits.
  • Address resident concerns, enforce property policies, and maintain positive relationships with tenants.
  • Assist with budgeting, expense tracking, financial reporting, and overall property performance.
  • Supervise on-site personnel and ensure daily operations are completed efficiently.
  • Maintain accurate property records and ensure compliance with applicable housing regulations and company procedures.
Qualifications
  • Minimum of 1 year of property management experience required.
  • Previous experience with LIHTC or affordable housing programs strongly preferred.
  • Knowledge of LIHTC compliance requirements, income certifications, and housing regulations.
  • Experience with property budgeting and financial reporting.
  • Strong organizational skills with excellent attention to detail.
  • Excellent communication, customer service, and conflict-resolution skills.
  • Ability to manage multiple properties, prioritize responsibilities, and work independently.
  • Proficiency in Microsoft Office and property management software.
  • Strong leadership skills and the ability to coordinate staff, vendors, and residents.
  • Ability to travel regularly between Parkersburg and Harrisville properties.
